No guarantee. Rendering pages into images removes interactive fields, annotations, many links and digital signatures.
Is the original uploaded?
No. The browser handles PDF rendering and recompression locally.
Can I hit exactly 200 KB?
Use the separate target-size tool, which tries multiple settings and reports honestly if the limit cannot be achieved.
Should I use this before filing an exam form?
