Eligibility Criteria & Educational Qualification

  • The post is to be filled on deputation basis. Eligible officers of Central Government, State Government, Union Territories, universities, recognised research institutes, public sector undertakings, statutory or autonomous organisations may apply who fulfil the following conditions:

1. Cadre Eligibility

  • Holding analogous post on regular basis in the parent cadre or department; OR
  • With 5 years of service rendered after regular appointment in Pay Level 12 (Rs. 78,800 – Rs. 2,09,200) or equivalent in parent cadre.

2. Educational Qualification

  • Any one of the following, with English as a compulsory or elective subject and graduation from a recognised university/institute:
  • Bachelor's Degree in a listed foreign language (Arabic, Chinese, Dzongkha, French, German, Japanese, Korean, Persian, Russian, Spanish, Tibetan).
  • Interpretership in a listed foreign language (Arabic, Russian, Burmese, Persian, Turkish, Hebrew, Sinhala) from a recognised university, institute, or School of Foreign Languages, Ministry of Defence.
  • Advance Diploma in a listed foreign language (Arabic, Bulgarian, Chinese, French, German, Hebrew, Hungarian, Italian, Japanese, Korean, Kyrgyz, Persian, Polish, Pushto, Romanian, Russian, Serbo-Croat, Sinhala, Spanish, Tibetan, Turkish) from a recognised university, institute, or School of Foreign Languages, Ministry of Defence.

4. Desirable Qualification

  • Diploma or certificate in a foreign language other than the one specified above, from a recognised university, institute, or School of Foreign Languages, Ministry of Defence.

Selection Process & Screening Clause

  • The official notification does not specify a detailed selection process; candidates will be assessed by a Selection Committee based on the information provided in the candidate's CV (Annexure-B) and supporting documents on essential qualification and work experience.
  • Before forwarding applications, the controlling authority must verify that the applicant fulfils all terms and conditions stated in the circular.
  • Officers already on deputation must have applications forwarded by the parent cadre/Department along with Cadre Clearance, Vigilance Clearance, and Integrity Certificate.
  • Transport Allowance / Daily Allowance: Not applicable for deputation appointments.

Required Documents & Instructions for Candidates

  • Bio-data as per Annexure-B, duly filled and signed by the candidate.
  • Attested copies of relevant educational and foreign-language training certificates.
  • Certification by the Employer / Cadre Controlling Authority (last page of Annexure-B), signed and countersigned with seal by an officer not below Under Secretary rank in the Government of India.
  • Attested copies of updated ACRs / APARs for the last five years.
  • Vigilance Clearance and Integrity Certificate from cadre controlling authority, including statement of major/minor penalties imposed during the last 10 years.
  • Annexure-I declaration about family members or close relatives residing in a foreign country (name, relation, passport number, contact details, address, period, and purpose).
  • Latest salary slip showing basic pay with scale, allowances with break-up, and total emoluments (if the organisation does not follow Central Government pay scales).
  • Applications must be forwarded through proper channel to reach: Joint Deputy Director/G-3, Intelligence Bureau, Ministry of Home Affairs, 35 S P Marg, Bapu Dham, New Delhi-110021 within 60 days from publication in Employment News.
  • Applications received after the closing date, without enclosures, not through proper channel, or from non-Government sector will not be entertained.
