- Candidates must possess the following qualifications as on the last date of application. Only those with the requisite degree from a recognized university are eligible.

- Interview: Only candidates who qualify in the screening exam will be called for interview. Original certificates and passport-size photo attested by gazetted officer required.
- Final Merit: 75% weightage to screening test marks + 25% weightage to interview marks.
- Additional Weightage: Research Scholars of Chief Minister Fellowship Programme get additional weightage in screening exam as per rules.
